Abstract

Мы изучаем, как принцип равных возможностей отражается в национальных законах об осуществлении права на бесплатное и обязательное базовое образование в Финляндии и России (те, которые Закон об основном образовании 1998 г. в Финляндии и Федеральный закон «Об образовании в Российской Федерации» 2012 г. в России). Мы стремимся найти ответы на следующий вопрос: какие элементы, составляющие принцип равенства образовательных возможностей, проявляются в двух рассматриваемых законах, несмотря на существенные различия в правовых традициях и соответствующих подходах к равенству в двух рассматриваемых государствах. Точность нашего анализа основана на существующей универсальной «четырехбалльной шкале» образования для всех, установленной Комитетом ООН по экономическим, социальным и культурным правам, т. е. наличие, приемлемость, доступность и адаптируемость.

Abstract

Мы изучаем, как принцип равных возможностей отражается в национальных законах об осуществлении права на бесплатное и обязательное базовое образование в Финляндии и России (те, которые являются 1998 Закона об основном образовании в Финляндии и Федерального закона «Об образовании в Российской Федерации» от 2012 г. в России). Мы стремимся найти ответы на следующий вопрос: какие элементы, составляющие принцип равенства образовательных возможностей, проявляются в двух рассматриваемых законах, несмотря на существенные различия в правовых традициях и соответствующих подходах к равенству в двух рассматриваемых государствах.
